LEADERSHIP TRAINING FOR MUNICIPALITIES ON PUBLIC PRIVATE PARTNERSHIP (PPP) TOWARDS DEVELOPMENT OF SMART CITIES
PANEL SESSION ON BUILDING ON THE INTRODUCTION SESSION, A PANEL OF EXPERTS WILL DISCUSS THEIR EXPERIENCES IMPLEMENTING MUNICIPAL PPP PROGRAMS.
For the first time in history, more than half the world’s population lives in cities, with 90 percent of urban growth taking place in the developing world. This high rate of urban growth has put pressure on cities in various ways. Rapid urbanization is swelling municipal populations globally, putting pressure on an often old and insufficient infrastructure. Municipalities are increasingly responsible for the funding and provision of public services, but often in constrained and uncertain budget environments. Municipal budgets cannot keep pace with investment needs.
Municipalities have several tools available to them to deliver infrastructure services in a more efficient and fiscally effective manner, including long-term debt issuances (loans and bonds), asset sale or lease and partnering with private investors. Public private partnerships (PPPs) create a long-term partnership between Municipalities and the private sector, under the premise that the private sector can do some things better than the public sector, in particular around innovation, service delivery, commercial orientation, and the drive for efficiency. For many services, the best way for a project to mobilize the combined strength of the Municipality and of the private sector is a PPP, where both parties share critical risks and liabilities to align interests and coordinate efforts.
If well-designed and managed, public private partnerships (PPPs) can deliver quality, reliable, and cost-efficient infrastructure. By mobilizing private expertise, human and financial resources, PPPs can accelerate the construction of infrastructure, improve the efficiency of public services, and foster innovative solutions that offer a better response to user needs than would poorly functioning public service provision.
In order to set the context for the Leadership Training For Municipalities On Public Private Partnership (PPP) Towards Development Of Smart Cities, this panel discussion is designed to engage the panellists (with interventions from the audience and moderated by a facilitator) on different perspectives to implementing PPP. The panel will discuss the challenges and opportunities of PPP based on the panel’s experience.
THE FLOW OF THE PANEL SESSION
The moderator will introduce the sessions and the speakers (5 min). There will be about 4 rounds of interventions by all panellists. These interventions should take no more than 2 - 3 minutes for each speaker, so that each round will take about 6 -8 minutes. After completing the fourth round of interventions (about 30 minutes in total), the moderator will open the discussion to questions/comments from the floor (20 minutes) and closing remark by moderator (5 Minutes).
Panel Session: Experience in Smart Cities Benchmarking
The panellist will be asked to address the following questions:
- What is a Smart City? What are good examples of Smart City development in Malaysia?
- What are best practices in delivering Smart Cities?
- Why is it useful to apply benchmarking techniques to smart city development?
- From your experience, what is the one, most critical piece of advice you would give to a municipality launching a Smart cities initiative?

- How can the PPP model be used to support Smart Cities initiatives? Who are the key players for PPP models in Smart Cities?
- From your experience, what is the one, most critical piece of advice you would give to a municipality launching a PPP program?

Panellists will be encouraged to interact amongst each other, to react to comments raised by other speakers, and to directly engage with other speakers by asking follow- up questions as they wish, time permitting. Similarly, the facilitator will solicit comments/questions from the audience.
