INTRODUCTION
The Centre for Housing Management Studies provides training to Officers and Staff of Local Authorities (PBT) as well as government agencies related to housing management affairs, including the People’s Housing Programme (PPR) management, strata housing management, affordable housing issues, and technical aspects as well as financial management related to housing. This study centre provides theoretical and practical training with the aim of enabling participants from every agency to practise the knowledge acquired and apply it in their respective agencies. The modules implemented are based on the core duties of officers related to the field of housing management, in line with current developments in housing issues which are increasingly complex and dynamic, including the monitoring and formulation of housing-related policies under the Ministry of Housing and Local Government (KPKT).
Theoretical exposure and hands-on housing management sessions can further enhance the quality and service of housing in line with current needs and policies set by KPKT, including the Housing Development (Control and Licensing) Act 1966 (Act 118) and the Strata Management Act 2013 (Act 757).
OBJECTIVE
The Housing Management Study Centre is a crucial study centre as one of the mandatory functions of Local Authorities is the supervision, enforcement, and management of housing issues at the local level. This centre will provide opportunities for PBT staff and other government agencies performing housing management duties to understand the processes, procedures, and protocols of housing management in accordance with policies and legislation formulated and regulated under KPKT.
Generally, this centre will conduct training based on KPKT’s main functions within the housing cluster, including:
- Strata Management: Act 757, Commissioner of Buildings (COB) functions at PBTs.
- Management and Maintenance of the People’s Housing Programme (PPR): Planning and implementation of PPR projects as well as PPR maintenance procedures.
- Understanding and Implementation of Housing Policy: Analysis and implementation of the National Housing Policy (DRN) and the National Affordable Housing Policy (DRMM) for coordination at the PBT level.
- Housing Legislation and Compliance: Enforcement of the Housing Development (Control and Licensing) Act 1966 (Act 118) and related laws, to enhance compliance and protect home buyers’ rights.
- Usage of Housing Data and Systems: National Housing Data Bank System (TEDUH), National Housing Management System (SPRN), and HIMS.
